As a Cal-ITP data stakeholder, I want our data infrastructure to use up-to-date packages to to keep our codebase current. Specifically, we should address the following urllib upgrades identified by dependabot. It is easier to upgrade them all together in one PR than to manage all the dependabot PRs separately.

• Bump pillow from 9.5.0 to 10.0.1 in /jobs/gtfs-rt-parser-v2 #2987
• Bump pillow from 9.5.0 to 10.0.1 in /warehouse #2988
• Bump urllib3 from 2.0.2 to 2.0.7 in /jobs/gtfs-rt-parser-v2 #3022
• Bump urllib3 from 1.26.12 to 1.26.18 in /airflow #3025
• Bump urllib3 from 1.26.16 to 1.26.18 in /services/gtfs-rt-archiver-v3 #3029
• Bump urllib3 from 1.26.16 to 1.26.18 in /jobs/gtfs-schedule-validator #3030
• Bump urllib3 from 1.26.16 to 1.26.18 in /warehouse #3031

Acceptance Criteria

All current pillow & urllib dependabot PRs can be closed
