Problem
With the update to cBioPortal 6.0 an insecure implementation of Proxy Service was removed that allowed anyone to make connections through cBioPortal. However, a secured version of the proxy service is still needed for some implementations.

Solution
Update cBioPortal Proxy Service to allow for secure creation of proxy services in a dynamic manner. This will allow administrators of cBioPortal to configure proxy endpoints in the application .properties file. Additionally, updates to the current implementation of the Proxy Service to ensure best coding practices.
