public shared imported modules within sets of modules with the same name?

For below code,it will fail to compile if the second module has not already imported std::io module.I just can't understand what reason/concerns prevented the imported module to be shared.

module demo;

import std::io;
import libc;

fn void main()
{
    test2();
}

module demo;
//import std::io;
fn void test2()
{
    io::printn("test2() from same module demo");
}

They are different module sections. A module section has its own (1) imports (2) visibility defaults (3) being test/not test (4) being benchmark/not benchmark (5) conditional inclusion
