* Support other log_line_prefix items, esp. %x and %v

* Reports in the wild say LATEST can sometimes re-read an older file. Investigate.

* Currently we use a system call to a sorted /bin/ls call. Should be changed to
do an opendir/readdir instead, so LATEST will work on Windows

* While the POSIX-based log file strings are capable of being scanned backwards
until the last one we processed is found, the "LATEST" version is not

* Rewrite the opt/arg/localopt thing to be clear and concise

* Allow cleaner handling of older logrotated files beyond .1
