Then wouldn't need the Jupyter side?

E.g., using https://ipython.readthedocs.io/en/stable/api/generated/IPython.core.prefilter.html#IPython.core.prefilter.PrefilterManager.

Doable with magics, then, probably -- config would live in the kernel -- would be viable for non-Jupyter IPython use.

Not sure if non-Jupyter IPython use is really likely to be that big of a use-case though?
