Tag entry box drop down doesn't respond to mouse click

When typing into the tag box, if the first letters match, it drops down to suggest existing tag names,
but clicking on a suggested tag makes the dropdown disappear without inserting the tag, and its not clear how to make it drop down again. Clicking a tag should function the same as pressing Enter when a tag is selected.

Also I suggest that when clicking on an empty tag box, the drop down should show all existing tags, otherwise there is no way to see what tags already exist to choose from besides going through the whole alphabet of first letters.

Im on the latest Firefox on a Mac.
