Suggestion: Allow filtering payment list when calling GenerateDiagnosticData

While I was working on

• Integrate diagnostic data API via the developers panel c-breez#877

I've called the command on an old node and the diagnostic data mostly consisted of ALL my payments and it may be unrelated but I believe this is why the command took longer that I was expecting to return a response.

I suggest we at least give the option to retrieve latest 'x' amount of payments or allow filtering for retrieving relevant payments for diagnosis, such as Closed Channel payments.
