Commands for chatter do not work.

To Reproduce

1. Load cog '...'
2. Run command '[p]chatter'
3. See error

Additional context

Manually installed spacy beforehand with:

pip install -U pip setuptools wheel
pip install -U spacy

[alexvermaning0]

this happens if you execute it in DM if you use the command in a guild it will be fine.
if you have installing issues try this
