Github actions have problems on forks

As seen e.g. in #731, some github actions fail on forked repositories.
It might be related to permissions with the GITHUB_TOKEN, which is not passed as original to the forked repositories (which makes sense).
One should maybe allow the problematic actions to fail or find a way so they also work on forks.
