It's been four years, going on five -- how about a site redesign?

@ryugi gave an enthusiastic "YES!" to this idea, so we're off and running 😄

Tasks:

Identify a bootstrap 4 theme that suites our current and near-future needs
Formalize color scheme to adopt (keeping Billo-brown!)
Re-examine site IA and plan for/spec out changes, as necessary
Re-examine the templating space for CLJS, see if there's a nice new tool to use
Split up bootstrap HTML into chunks
Create static site assembler
Publish to http://billo.systems/staging for review and iterations
Publish to http://billo.systems
