File URLs

Is there a way to make this work on file urls?
I have a custom start page I load, an html file.
I'd like the ability to have it start pinned, but I can't get it to work.
I have even enabled: Allow access to file URLs
Still not allowing me to auto-pin the tab.

You may take a look at this. Just beware that this option resets whenever Chrome updates (I am not so sure.)
