Make the Open Government Licence - British Columbia the first choice in the drop down

User Story

As a editor,

I want the "Open Government Licence - British Columbia" to be the first pick in the drop down list.

so that when choosing the licence type, the most common one is the first pick.

it is difficult to distinguish between licence names as they are all so close.


also in edit mode the drop down box is smaller than all the others around it, thus without clicking on it, you cannot see what licence is chosen if they all start with Open Government Licence...
