User story:
As a security officer or 3rd party, I may need to get audit records of access to a student profile by a 3rd party, student, or ministry user.

Acceptance Criteria:

  • include sfas or sims ID in logs for external-student and aest-student API calls
  • logs will include user ID/client ID, student ID, and transaction type
