Add empty function hooks

e.g., define __ret_ifnn() as:

def __ret_ifnn(e):
  pass

Put them in a file that the meta-program can import. That way the meta-program doesn't get errors from static checkers and the user knows if what they're about to write is supported and how it's supposed to be used.
