Scipy version should be specified to 0.18.1 #2

An installation of pandas 0.24.1 will automatically install a latest scipy. The latest scipy may require a higher version of numpy than 1.13.3.

When I have installed, the scipy version is 1.5.4, and it requires a v1.14.5 numpy or higher.

But, the v0.24.1 pandas only requires a v0.18.1 scipy. And the v1.13.3 numpy is compatible with the v0,.18.1 scipy, which I have verified.
