[v40] XBox One Controller can not reconnect after it has been disconnected (w/ workaround) #12840

Issue description

After successfully connecting the controller, when it looses connection again or the system is rebooted it will not reconnect.

Detailed reproduction steps

-Fresh install
-Connect Controller manually/automatically
-Shut down controller/system
-On reboot/power on of controller it does not reconnect

Details of any attempts to fix this yourself

I found #9006 and the workaround did it also for me.
executing "bluetoothctl mgmt.ssp off" in shell fixes the issue until reboot.
But since i have a different controller and different version i reopened a ticket.

Details of any modifications you have made to Batocera.

try v41 beta, there were some BT quirks in the v40 kernel affecting RPi devices.
