Do not overwrite folder

In case the Jenkins folder already exists, and job is being published to something within folder,
it is recreated. This will overwrite any previous setting for the item, such as credentials.

Expected behaviour:
Do not overwrite Jenkins folder if it already exists.

Actual behaviour:
Jenkins folder is being republished every time, regardless wether it exists or not.
