Meta-issue: Come up with a prioritized TODO list

We have a "wishlist" here. We need to figure out the prioritized order.

There are also many things like a basic layout for the site, a responsive menu, header/footer etc. that will be on every page.

So I'll start creating issues for things. @hrj do you want to handle the tasks via issues or have something else in mind for that?

Well, I am fine with either way. But I wonder whether general public will use the issue tracker. In any case, we can definitely track the admin tasks here.
