Mark2 Automatic Restart Bug

I am having an issue with mark2 that is thinking the server is crashing and automatically starts to restart the server.

I have looked it up and noticed that this area in the mark2 config is causing the error. I tried setting it all to false in the config but the file transfer fails when I save it and make it true again.

I have tried to edit the default properties for mark2 and spigot and for about 2 days I still do not know why I cannot fix it. I have looked up every possible solution but have not found anything that can help me. If anyone here can help me solve this I would be very greatful.
