This is a frequent source of confusion for users.
Github displays tags and releases on the same page via the front-end:
https://github.com/badges/shields/releases

This project actually has zero releases
https://api.github.com/repos/badges/shields/releases
but lots of tags
https://api.github.com/repos/badges/shields/tags

There are two solutions to this:

  1. Use the tag badge instead e.g:

http://img.shields.io/github/v/tag/badges/shields

  1. Continue using the release badge and create releases for your project:

https://help.github.com/en/github/administering-a-repository/managing-releases-in-a-repository#creating-a-release
