CKEditor emoji button broken since switching from DLL to dist

Description of the bug

We used to have an emoji button and in the admin UI it's still configurable, but when editing content, no button appears.

Steps To Reproduce

1. Go to admin/config/content/formats/filtered_html
2. Add the button and save
3. Open any node form with that format

Actual behavior

No emoji button, some console nagging instead

Expected behavior

No nagging and the button

Additional information

Add any other information that could help, such as:

• Backdrop CMS version: as of 1.32.0

Here's a PR for testing and review: backdrop/backdrop#5164

And I updated our wiki page with our checklist for manual testing. We totally missed testing that button...

Thank you! I've tested the PR in the sandbox: After adding the Emoji button in the "Basic" text format configuration (admin/config/content/formats/filtered_html), the button is available when editing a node, and inserting emojis works as expected.
