Thank you for mentioned this issue. This repo is not active anymore but I try to provide an solution for your issue.

To me, it looks rather an error (SLI error) of NEST simulator.
Did you try to start/import NEST simulator in python interface (ipython or jupyter)?

Or try this:
python -c 'import nest'

As a matter of fact, yes I tried this. I need to tell you that I installed nest on a environment. and it's just working on that specific environment. I also installed flask on this environment.

What is version of your python-package flask?
Flask sometimes causes troubles with NEST.
