Org basic metadata is not setup on creation of new org.

To Reproduce
Steps to reproduce the behavior:

1. Login as Avni super-admin into avni webapp
2. Go to 'Organisations' tab
3. Click on 'Create'
4. Fill up new org form
5. Create Org
6. Enter the newly created Org
7. Navigate to "Admin"->"UserGroups" tab
8. There, the default UserGroups, Everyone and Administrators are not present

Expected behavior
Default UserGroups, Everyone and Administrators should be created along with genders.
