Context and scope
With the merge of #397 , Teleporter is now upgradeable via the OpenZeppelin upgradeability framework.

OZ publishes a foundry plugin that checks for upgrade safety violations. See https://docs.openzeppelin.com/upgrades-plugins/1.x/foundry-upgrades . We should integrate those checks with our build/test/release process.
