Update the SDX Controller use Docker Compose in conjunction with Nginx as the web server

precursor to AA with CILogon #164
use uWSGI as production web service gateway interface vs. development server
migrate away from command parameters which do not work well with uWSGI
define a compose definition to run SDX controller and Nginx as a paired deployment with SSL certificates
