Integration with existing CBT (Common Build Tools) / Juke #4

Currently integration with CBT/Juke is partially broken, as existing build tools will use a hardcoded path to the installed BYOND executable if it can find one.

This should be resolved if possible, assuming CBT/Juke has a way to override the version or executable used.

BYOND_MAJOR and BYOND_MINOR might allow this, and wider CI support for current implementations.
