BUG: codestyle checks should not be skipped with `[ci skip]`

I'm not yet sure how to make sure we trigger the codestyle checks even when [ci skip] is present, thus GHA is skipped running. But we really should not skip those CIs as even docs changes could trigger failures later, e.g. see #3239
