From the docs about password:
Do not use special characters or white spaces in the password.

As a test, I just connected to an extra AP after setting the 63-character password:

No problems.

I want to add this as Feature Request.

@tekaeren There is no character validation in Tasmota. The password is passed as-is to the Arduino Core and the Espressif SDK (At least I've not found any validation code in Tasmota).
Between 9.5.0 and 10.0.0, Arduino Core and Espressif SDK may have change and the change of behavior may come from there.

The trouble with special characters is the risk of various parsing, encoding and escaping breaking such passwords. Many passwords outside of the stipulation of "no special characters" may work most of the time, but there are quite a few pitfalls. Just to test, I did configure a password with $ on a test AP, and this worked. If yours does not, it is probably not due to the dollar sign as such, but you may have other issues.

I've also tested update path:

• install and setup wifi with special chars with 9.x
• update do 10.x with OTA

WiFi works, and the password is set. Feels like there is some "issue" ( as configured against docs rules) between the WebGUI and core.

When it comes to not following the documented rules, differences between the web UI and core is no "issue", just the result of what I already wrote, basically the reason why the restrictive rules are enshrined in docs. You are on your own if you "insist" on waiving the rules.
