Add TagWith feature

Is there a nice/proven way how to flow "TagWith"? I came up empty-handed in terms of articles / ideas / patterns. (would love to use it for it showing up in the SQL Server Query Store and OpenTelemetry)

I've added some examples in our samples of how to do exactly this, adding a TagWith feature. Here is the extension, and you can find the evaluator here.

I see that many people request this, so let's add it as a built-in feature. We'll add this issue to the version 9 plan.
