To fix #438, the upgrade handler framework was modified to accept account keeper, so that it can be used to perform logic in upgrade handler (in this case to provide burn permissions to feecollector account).

But this was a temporary solution. We need a more comprehensive way to execute keeper methods in the upgrade handlers.
