My environment is an offline environment or a machine with no access to the domain name, I have downloaded trivy-db under github and added it under /root/.cache/trivy-db.

Looks like you have mistake in path to db.
it should be <cache_dir>/trivy/db - https://trivy.dev/latest/docs/advanced/self-hosting/#populating-the-trivy-cache
IIUC /root/.cache/trivy/db/trivy.db and ``/root/.cache/trivy/db/metadata.json` files in your case.

Also uou can see Trivy cache dir in debug mod:

➜ trivy -d image alpine
...
2024-12-25T10:46:15+06:00	DEBUG	Cache dir	dir="/Users/dmitriy/Library/Caches/trivy"
...
