Why is this an error when it fits the criteria I set in my policy?

Even when my s3 bucket fits the criteria, it still says it doesn't when I run tfsec.

I did try variations of StartsWith to no success:
matchSpec: action: StartsWith value: ^Parlance

I did look at this discussion; My regex can use some improvement, but even copying that value and making the appropriate changes didn't fix the issue.
