馃敄 Enhancement description

When a message (for example, push notifications) are being sent to multiple users and it fails while delivering it to one user (for example), flagging the message as partially failed or similar in the console

馃帳 Pitch

Currently it's flagged as failed even it's sent to most users so it's confusing and it's not possible to differentiate it correctly from messages that are not being delivered to any user.
