[appserver-io-dist/debian] Debian runtime packages depend on "old" libicu version

Currently the debian runtime packages depend on either libicu48 or libicu52. As Ubuntu 16.04. LTS ships with libicu55, you have to downgrade libicu to install the package or manually build the runtime.

we will look into it if we find a solution which works for Ubuntu and Debian alike.

Temporary workaround:

• Download libicu52 from http://security.ubuntu.com/ubuntu/pool/main/i/icu/libicu52_52.1-3ubuntu0.4_amd64.deb
• sudo dpkg -i libicu52_52.1-3ubuntu0.4_amd64.deb
• sudo apt install appserver-dist
