docs/roadmap.md says "Phase 5 in progress" (stale) and AGENTS.md lists command directories that do not exist (token, user, role, portal, etc.). Update PRD.md, docs/roadmap.md, and AGENTS.md so they reflect the GA handoff scope: management-plane stability, not Phase 9 enterprise features. Remove or clearly defer Phase 9 content.
