new consumer can not receive message

i have a topic with 1000 messages exsting before, later i start 3 consumers(1,2,3) in the same subscription, the problem is only consumer 1 & 2 can receive mesage, consumer 3 can not receive message, except i push new messages to the topic, then consumer 3 can recive messages, seem consumer 3 can not receive existing messages before. Subscription type is Shared
