[Feature] Add check before drop partition for chain table

• I searched in the issues and found nothing similar.

Motivation

Checks if a partition can be dropped about snapshot partition for chain table, there are only two scenarios are supported:

1. there are preceding snapshot partitions exist.
2. there are no subsequent delta partitions.

Solution

Before process drop partition, add a pre-verification check to ensure that the partition meets the above conditions.
