Release Proposal For Apache Kvrocks 2.13.0

It has been over 2 months since the last release v2.12.1, with numerous new features and fixes merged into the unstable branch. I am now proposing the next release, version 2.13.0.

All commits on the unstable branch until 6719235, and will exclude (TDIGEST.*) and (TS.*) because they are under development now.
Plus, two commits(b81434f and 166d088) related to WAIT are excluded since some more improvements are in discussion.

The deadline for the cherry-picking period has been set as August 2nd, 2025, at 10:00 UTC+0. No new commits will be accepted after this time.
