Display highway shields

Description: We do not display highway shields yet in the basemap. It would be nice to have a solution that do not rely on colored sprites to display these shields, but I'm not sure how to do it. We probably need to investigate maplibre's documentation to do this and the solution should be discussed.

I’ve gathered a few links that might be helpful for the discussion.

It seems that MapLibre had an issue where the direction of shields changed depending on the road’s baseline. We should take this into account when designing our solution.
