[Python] Remove Python 3.0.0 comparison for pandas/issues/50127 #48759

Describe the enhancement requested
https://issues.apache.org/jira/browse/ARROW-18394 added a couple of test conditions per pandas-dev/pandas#50127. However, this has not been solved, and pandas 3.0.0 RC is going on now. We should probably remove it
