Describe the enhancement requested

In #47622 I saw that nightlies haven't been syncing for a couple of weeks. The latest nightly I see is 2025/09/26, see https://nightlies.apache.org/arrow/r/libarrow/bin/linux-openssl-3.0/. We should investigate what's going on and restore nightlies.

I took a look at this and didn't quite follow how all the interconnected bits are working, @assignUser do you have time to look into this?

I think the artifact names for the pre-built binary must have changed in a way that makes them no longer be converted correctly for the upload, because the packages are still getting uploaded.
