Add Github Actions for commits message checking

As a developer,
I need to check every PR follow commit message guideline,
so that It is easy to manage and check which PR is responsible for what type of changes.

Mocks

You have to add the Github Actions for commitlint. You can take the reference from the portal repository for commit message checking.

Acceptance Criteria

• It should be checking to commit messages from this PR.

Definition of Done

• Approval by 1 mentor.
