Hello,
andrewseguin, looks like you made a typo in _index.scss file and point 'core/tokens/system' without './' as it was done for other files (probably while renaming/refactoring). That is why 'theme' mixing can't be found.
I checked this in version 20.2.14 and 20.2.13.
Please fix.
