CI Test Conda Setup Failing

CI tests are failing due to Conda environment setup, needs to be upgraded.

@abnashkb : can you add the relevant lines from the failing tests? From what I saw in our meeting it looked like the server that has mamba was timing out. Since the package is marked as deprecated, perhaps they are no longer serving it up.
In that case the fix would be to either find a different server or (even better) update to a new/different package.
