Bug - Posts page Thai site - hero block appears on second page

Describe the bug
On the Thai staging site users have found that when they navigate to page two of the posts archive, a hero block appears at the top of the page.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://secthailandstg.wpenginepowered.com/latest/page/2/
2. See hero block at the top of the page:

Expected behaviour
Hero block should not appear randomly. users should be able to control where and when they want the hero block to appear.

Actual behaviour
hero block popped up on page 2 of the post archive.

I might need to update the site, looks like they only have two templates

yeah looks like we are on 2.0.9 they are on 1.2.0 - I think I will update this in the afternoon and see if it helps

@jaymcp Do I need to do this in any particular order ie Theme first then plugins then X. I will take a back up first.
