Why is _site inside the .gitignore file?

I noticed I can't make basic changes like to things like You R. Name but everything else I can change on the page. I saw that the only place I could see a change to that page was inside the _site folder with the index.html file.

Why is this the case?

I searched in many areas within the folders to make this change and I am not sure where to look, but I also don't want to take _site folder out of .gitignore if I don't know why it's there in the first place.

So I was able to attain what I wanted... How?

When I was working on the website I made changes to the _config.yml and I even restarted the server to see if those changes would reflect, but they did not. However, today somehow those changes are reflected and I was able to get what I wanted.

Not sure why it's working now all of a sudden. Even though I can tag this as answered and solved. I still would like someone to answer why this might have happened, so I can know next time.
