Installer for Windows GPU not using the GPU?

I downloaded Dot.Web.Setup.0.9.2.exe to try it out. I pointed it at a folder of documents and all my CPU cores went to %100 - and GPU usage was basically zero. Then I asked it some questions about these docs and all my cores went from idle to ~%20 usage and GPU usage is still basically zero. Baseline dedicated GPU memory usage reported (almost none). It also hasn't answered me yet after a few minutes even though all these cores are still busy doing something... I'm seeing the same issue as #20 is reporting. I'll try building from source as time permits!

Setup : Windows 11, with CUDA 12.2.1, 4070Ti - I've used LLM Studio several times so I assume my setup is sufficient.
