Is it possible to group by lvl in a radial way?

I want to do something like this:

I achieved this by giving each node a position, than I center 2 big nodes whit the background transparent
The problem here is that the fact that it appears the tooltip of those nodes, and cant see the tooltips of the edges
Any suggestions?
