Make a photo/video mandatory in RSR updates

There was a suggestion from the partnership team to make a photo or a video link mandatory for all RSR updates. That would enrich the story-telling side of RSR updates.

If we decide to go with this improvement, the changes should apply to updates submitted through the web, as well as through the app.

@punchagan, when you have time, could you check how many project updates are lacking a photo or a video link?

So 855 updates (5.6%) lack visuals.
