Track the progress of the Kea DHCP server #21

ISC is working on a new DHCP server that offers or will offer nice features for Hades and be a good replacement for the dnsmasq DHCP server for authenticated users (auth-dnsmasq). The main advantage is, that Kea is backed by a SQL database (MySQL or PostgreSQL). Some features that are necessary for Hades are however not yet implemented. For Hades we need Host Reservations working in PostgreSQL, currently they work only with MySQL.

The progress of Kea can be tracked in this wiki article.

In addition, it would be nice to have a Debian package, but this not a show-stopper.

It seems the upcoming 1.1 release will have all the features we need.

With Hades now based on Debian Stretch (see #48), which contains Kea 1.1.0, things are looking good.
